The article presents the results from the monitoring of the G20 compliance with five commitments from such priority spheres, as restoring the growth and jobs, resisting protectionism and promoting global trade and investment, development cooperation, financial and price stability and financial risks decrease. |

The monitoring has embraced two commitments on international development assistance and covered a period from April to September 2009. Findings from the monitoring could be helpful to understand the role of the G8 member-states and other members of the G20, which are not the G8 members, in promoting international development assistance. The report overviews the activities taken by the Russian Federation along with other G20 member states to support international development assistance, evaluates its effectiveness and success. |

The focus is given to the correspondence of the Russian Federation legislation to the OECD international instruments for cooperation in the sphere of development assistance. The results achieved from the comparative analysis form the basis to formulate recommendations on elaboration the Russian Federation’s legislation in the sphere of development and development assistance in the future. |

It is explained the need for new approach to develop national legislation on development assistance and code of terminology used in this sphere. The article analyzes the correspondence of the Russian Federation’s legislation to international law, regulating activities of the donor states in economic development assistance provision to the developing countries and emerging economies. The authors give recommendations to establish the national legislation in the sphere of international development assistance and cooperation starting from the corresponding terms and notions base. |

Diery Seck, PhD, Head of Center for Research on Political Economy, Dakar, Senegal; d.seck@crepol.org The article discovers challenges observed today in the sphere of development assistance to the countries of Sub-Saharan Africa (SSA). The author describes unfavourable initial conditions the SSA countries facing currently in their socio-economic development, such as the rising social demands and impossibility to address them at national level, a high number of land-locked counties within the region affecting and limiting the SSA countries human and economic development opportunities and others. Along with the analysis of the unfavourable conditions for social and economic development of the region the author turns to main shortages of the development assistance programmes currently implemented at the regional level in order to provide recommendations on their improvement by establishing new development finance architecture of Sub-Saharan Africa. |

On the basis of analysis author identifies main strengths and weaknesses of budgeting systems in the integrated units by the example of the European Union. In conclusion author makes recommendations for increasing efficiency of budgeting in regional units with a participation of Russian Federation |

Functional analysis methodology is used to assess G8 effectiveness in realization of global governance functions, priorities, cooperation with multilateral institutions and mechanisms. Special attention is given to dynamics of Russia’s role in the G8 and the G8 effectiveness in Russia’s priorities realization. The paper examines the G8 and the G20 comparative effectiveness. The research is based on the specialized data base of the G7/G8 and the G20 documents issued from 1998 to 2009 and special programme for their analysis. |
