The paper analyses the international cooperation processes and mechanisms aimed at mutual recognition of diplomas and qualifications, and the multilateral cooperation of education quality assurance, in the context of the GATS. Given that the issues of recognition and quality assurance are closely connected the author pays special attention to the  multilateral international tools aimed at establishing shared principles of the quality of education for all stakeholders of the international education processes, including both providers and suppliers.
