Using a special formula of for assessing the degree of liberalization, whereas   «Full Liberalization of the Sector» is elimination of all limitations by all WTO members on all subsectors and all modes of delivery both on Market Access and National Treatment, it arrives at the estimates that the current sector liberalization level across the WTO countries - 22%.  Full liberalization (a) or "no limitations" - 14 %. Partial liberalization (в), maintaining limitations of first order (horizontal) and second order (sector specific) - 8 %. The assessment is summed up with several considerations for policy development: high degree of the sector closeness is maintained by major developed countries (Japan - 78%, the US- 88 %); generally high level of the sector liberalization is observed  in transition countries (72%); adult education and higher education are more open than other subsectors; other education services is the most closed of subsectors; consumption abroad is least bound mode of supply; natural persons presence is the most closed and bound mode of supply; commercial presence is circumscribed by many limitations.
